Heralding in a new era in the connectivity of roads and bridges in sensitive areas close to Western, Northern and North Eastern Borders, Raksha Mantri Rajnath Singh dedicated 44 major permanent bridges to the Nation on Monday. He also laid the foundation stone for Nechiphu Tunnel in Arunachal Pradesh. These bridges are of strategic importance and provide connectivity to remote areas. The 44 bridges are spread over seven states / union territories.
In his address, Raksha Mantri congratulated DG and all ranks of Border Roads Organisation (BRO) for their achievements and said that dedication of 44 bridges in one go in itself was a record. Rajnath Singh said in the challenging times of COVID-19 and despite the border tensions and disputes caused by Pakistan and China, the country was not only resolutely facing them but also bringing about historical changes in all sectors of development under the able leadership of Prime Minister Narendra Modi.
Lauding the BRO for its role in improving the border infrastructure, these bridges improved connectivity in the far flung areas of Western, Northern and North East sectors and fulfilled the aspirations of local people. They would also meet the transport and logistics requirements of the armed forces throughout the year, he added.
Raksha Mantri said that roads and bridges are the lifeline of any nation and play a vital role in the socio-economic development of far flung regions. Reiterating the Central Government’s commitment to boost development activities in border areas, he said that progress of all projects is regularly being monitored and adequate funds are being provided for their timely execution.
He said that the annual budget of BRO that varied from Rs 3,300 Crores to Rs 4,600 Crores in years 2008-2016, saw a substantial rise and is pegged at over Rs 11,000 Crores in 2020-21. There was no reduction of this budget despite COVID-19.
Rajnath Singh also laid the foundation stone of the strategically important Nechiphu Tunnel on the road to Tawang in Arunachal Pradesh. This 450 mtrs long, bi-lane tunnel would ensure all weather connectivity across Nechiphu Pass besides providing a safe and secure passage through accident prone areas.
Briefing the dignitaries, Lt Gen Harpal Singh, DG BRO, said the 44 bridges of various spans ranging from 30 mtrs to 484 mtrs are located in J&K (10), Ladakh (08), Himachal Pradesh (02), Punjab (04), Uttarakhand (08), Arunachal Pradesh (08) and Sikkim (04). They are of strategic importance and have been designed to facilitate movement of heavy civil & military traffic in border areas. In line with the vision of Prime Minister Narendra Modi, these bridges will contribute towards the overall economic growth of remote border areas and will also assist in speedy deployment of Armed Forces in strategically important sectors.
He said that in addition to expediting road construction, the BRO has laid special emphasis on construction of bridges by completing 28 major bridges last year while 102 major bridges are being completed this year. 54 of these bridges have already been completed. Over 60 Bailey Bridges have also been constructed by BRO to meet immediate requirements of armed forces and people living in remote areas.
BRO has worked relentlessly even during the ongoing COVID-19 pandemic restrictions continuing with works of strategic importance like Construction of Major Bridges & Roads, Atal Tunnel Rohtang, Sela Tunnel etc, and Snow Clearance for opening of Strategic Mountain Passes.

पश्चिमी, उत्तरी और उत्तर-पूर्वी सीमाओं के करीब संवेदनशील क्षेत्रों में सड़कों और पुलों की कनेक्टिविटी में एक नए युग में शुरुआत करते हुए, रक्षा मंत्री राजनाथ सिंह ने सोमवार को 44 प्रमुख स्थायी पुलों को राष्ट्र को समर्पित किया। उन्होंने अरुणाचल प्रदेश में नेचिपु सुरंग के लिए आधारशिला भी रखी। ये पुल रणनीतिक महत्व के हैं और दूरदराज के क्षेत्रों को कनेक्टिविटी प्रदान करते हैं। ये 44 पुल सात राज्यों/केंद्र शासित प्रदेशों में फैले हुए हैं।
अपने संबोधन में, रक्षा मंत्री ने महानिदेशक और सीमा सड़क संगठन (बीआरओ) के सभी रैंकों को उनकी उपलब्धियों के लिए बधाई दी और कहा कि एक ही बार में 44 पुलों का समर्पण एक रिकॉर्ड है। राजनाथ सिंह ने कहा कि कोविड-19 के चुनौतीपूर्ण समय में और पाकिस्तान और चीन द्वारा सीमा तनाव और विवादों के बावजूद, देश न केवल उनका सामना कर रहा है, बल्कि प्रधानमंत्री नरेन्द्र मोदी के नेतृत्व में विकास के सभी क्षेत्रों में ऐतिहासिक बदलाव ला रहा है।
सीमावर्ती क्षेत्रों में बुनियादी ढांचे को बेहतर बनाने में अपनी भूमिका के लिए बीआरओ की सराहना करते हुए, श्री राजनाथ सिंह ने कहा कि इन पुलों ने पश्चिमी, उत्तरी और उत्तर-पूर्व क्षेत्रों के दूर-दराज के क्षेत्रों में कनेक्टिविटी में सुधार किया और स्थानीय लोगों की आकांक्षाओं को पूरा किया। उन्होंने कहा कि इनसे पूरे वर्ष सशस्त्र बलों के परिवहन और रसद संबंधी आवश्यकताएं भी पूरी होंगी।
रक्षा मंत्री ने कहा कि सड़कें और पुल किसी भी राष्ट्र की जीवन-रेखा हैं और सुदूरवर्ती क्षेत्रों के सामाजिक-आर्थिक विकास में महत्वपूर्ण भूमिका निभाते हैं। सीमावर्ती क्षेत्रों में विकास संबंधी गतिविधियों को बढ़ावा देने के लिए केंद्र सरकार की प्रतिबद्धता को दोहराते हुए, उन्होंने कहा कि सभी परियोजनाओं की प्रगति की नियमित रूप से निगरानी की जा रही है और उनके समय पर निष्पादन के लिए पर्याप्त धन उपलब्ध कराया जा रहा है।
उन्होंने कहा कि बीआरओ का वार्षिक बजट वर्ष 2008-2016 के बीच 3,300 करोड़ रुपये से बढ़कर 4,600 करोड़ रुपये हो गया। इतना ही नहीं, 2020-21 में यह धनराशि 11,000 करोड़ रुपये से भी अधिक हो गई। कोविड-19 के बावजूद इस बजट में कोई कमी नहीं की गई।
रक्षा मंत्री ने यह भी घोषणा की कि सरकार ने बीआरओ के इंजीनियरों और श्रमिकों को उच्च ऊंचाई वाले कपड़े के प्रावधान किए हैं।
राजनाथ सिंह ने अरुणाचल प्रदेश के तवांग की सड़क पर रणनीतिक रूप से महत्वपूर्ण नेचिपु सुरंग की आधारशिला भी रखी। यह 450 मीटर लंबी, दो लेनों वाली सुरंग नेचिपु पास में सभी मौसम में कनेक्टिविटी सुनिश्चित करेगी और दुर्घटना संभावित क्षेत्रों में एक सुरक्षित मार्ग प्रदान करेगी।
बीआरओ के महानिदेशक लेफ्टिनेंट जनरल हरपाल सिंह ने गणमान्य व्यक्तियों संबांधित करते हुए कहा कि 30 मीटर से लेकर 484 मीटर तक के विभिन्न आकार के 44 पुल जम्मू-कश्मीर (10), लद्दाख (08), हिमाचल प्रदेश (02), पंजाब (04), उत्तराखंड (08), अरुणाचल प्रदेश (08) और सिक्किम (04) में स्थित हैं। वे सामरिक महत्व के हैं और सीमा क्षेत्रों में नागरिक और सैन्य यातायात की भारी आवाजाही को सुविधाजनक बनाने के लिए डिज़ाइन किए गए हैं। प्रधानमंत्री नरेन्द्र मोदी के दृष्टिकोण के अनुरूप, ये पुल सुदूर सीमा क्षेत्रों के समग्र आर्थिक विकास में योगदान करेंगे और रणनीतिक रूप से महत्वपूर्ण क्षेत्रों में सशस्त्र बलों की शीघ्र तैनाती में भी सहायता करेंगे।
उन्होंने कहा कि सड़क निर्माण में तेजी लाने के अलावा, बीआरओ ने पिछले साल 28 प्रमुख पुलों को पूरा करके पुलों के निर्माण पर विशेष जोर दिया है, जबकि इस वर्ष 102 प्रमुख पुलों का निर्माण पूरा किया जा रहा है। इनमें से 54 पुल पहले ही पूरे हो चुके हैं। सशस्त्र बलों और दूरदराज के इलाकों में रहने वाले लोगों की तत्काल आवश्यकताओं को पूरा करने के लिए बीआरओ द्वारा 60 से अधिक बेली पुलों का भी निर्माण किया गया है।
बीआरओ ने रणनीतिक महत्व के कार्यों जैसे कि प्रमुख पुल और सड़क, अटल सुरंग रोहतांग, सेला सुरंग आदि के निर्माण और सामरिक पर्वतीय मार्ग के उद्घाटन के लिए स्नो क्लीयरेंस के साथ कोविड-19 महामारी संबंधी प्रतिबंधों के दौरान भी लगातार काम किया है।
अभूतपूर्व बर्फबारी के बावजूद 60 साल के रिकॉर्ड को तोड़ते हुए, सभी रणनीतिक पास और सड़कों को उनकी औसत वार्षिक उद्घाटन की तारीखों से लगभग एक महीने पहले यातायात के लिए मंजूरी दे दी गई थी। इसने सीमावर्ती क्षेत्रों के लोगों को राहत पहुंचाई और सैनिकों और रसद की तेजी से आवाजाही को सुनिश्चित किया।
