The Ministry of Electronics and Information Technology (MeitY) celebrated the 150th birth anniversary of Mahatma Gandhi with great fervour and spirit. To honour this special occasion, MeitY observed week long activities themed as ‘Swachhta Hi Seva’, from September 23 – October 2, 2019 with active participation from MeitY’s officers and staff members. A day-wise Action Plan for implementation was prepared of which “Plastic Waste Management and effective ban of Single Use Plastic” was a crucial drive involving the community at large.
Speaking on this special occasion, Ravi Shankar Prasad, Minister for Electronics and IT, Communications and Law & Justice, said “We are committed to move towards a Plastic Free work place. The Government machinery is in full swing to cut down Single Use Plastic by 2020”.
He said Gandhian philosophy continuous to be equally relevant for the harmonious growth of the society. All Departments under the Ministry of Electronic & IT should come forward to imbibe teachings of Gandhi in day to day life. This will not only help in expediting accomplishment of Swatch Bharat goal but also help in the empowerment of women and improving governance. Sh. Prasad directed NIC to prominently place at least one thought of Gandhi ji in each website that NIC is managing. He said this will bring about Gandhian approach in the functioning of Government.
Prasad launched a film showcasing the activities executed by the Ministry which are aligned with Gandhi ji’s philosophy of cleanliness, inclusion of the marginalised population in the country, hard work, and dedication to lead the country towards Good Governance.
The Government is implementing different welfare programmes/ schemes at various levels for the citizen’s benefit. Effective monitoring and measurement of the outcome and impact of such programmes/ schemes is imperative at different levels through identified Key Performance Indicators (KPIs). The Hon’ble Minister inaugurated an Automated Real Time Performance Smart-board which has been developed by MeitY. This Performance Smart-board is a single window access for Centre, State or District specific projects implemented by MeitY. It will provide real-time, dynamic analytical project monitoring for critical and high priority Programme/Schemes of MeitY. The smart-board will enhance analysis through data integration (using APIs/web services) by consolidating multiple data sources into one centralized, easy-to-access platform. This automated real-time performance smart-board will promote transparency and enhance ease of working.
Paying homage to the Mahatma, Shri Prasad unveiled the ‘Digital Charkha’, a grand art installation at MeitY. Glittering in its tri-colour splendour, the Digital Charkha is an amalgamation of the traditional design with a digital spin. The wheel of the Charkha is made up of interlinked digital grids in place of fine threads thus portraying that the core of Digital India is embedded in Gandhian philosophy of equality, unity, corruption free and empowerment of ordinary citizens. This philosophy resonates with the Prime Minister’s vision for a NEW DIGITAL INDIA that promises to deliver e-Governance services as basic fundamental rights to each and every citizen of the country.
महात्मा गांधी की 150वीं जयंती के अवसर पर ‘डिजिटल चरखे’ का अनावरण
इलेक्ट्रॉनिक्स एवं सूचना प्रौद्योगिकी मंत्रालय ने बड़े उत्साह एवं सच्ची भावना के साथ महात्मा गांधी की 150वीं जयंती मनाई। इस अवसर पर मंत्रालय ने 23 सितम्बर से 02 अक्टूबर, 2019 तक ‘स्वच्छता ही सेवा’ की थीम के साथ पूरे सप्ताह अनेक गतिविधियां आयोजित कीं। इनमें इलेक्ट्रॉनिक्स एवं सूचना प्रौद्योगिकी मंत्रालय के अधिकारियों और कर्मचारियों ने सक्रियतापूर्वक भाग लिया। कार्यान्वयन के लिए दिन-वार कार्य योजना तैयार की गई जिसके तहत ‘प्लास्टिक कचरे का निपटान और एकल उपयोग प्लास्टिक पर कारगर प्रतिबंध’ एक महत्वपूर्ण अभियान था और जिसमें बड़े पैमाने पर समुदाय को शामिल किया गया।
इस विशेष अवसर पर इलेक्ट्रॉनिक्स एवं सूचना प्रौद्योगिकी, संचार और विधि व न्याय मंत्री रविशंकर प्रसाद ने कहा, ‘हम प्लास्टिक मुक्त कार्य स्थल की ओर बढ़ने के लिए प्रतिबद्ध हैं। वर्ष 2020 तक एकल उपयोग प्लास्टिक में कमी के लिए सरकारी मशीनरी जोर-शोर से लगी हुई है।’
उन्होंने कहा कि गांधीवादी दर्शन समाज के सामंजस्यपूर्ण विकास के लिए अब भी समान रूप से प्रासंगिक है। इलेक्ट्रॉनिक्स एवं सूचना प्रौद्योगिकी मंत्रालय के अधीनस्थ विभागों को गांधी के उपदेशों को दिन-प्रतिदिन के जीवन में लागू करना चाहिए। इससे न केवल स्वच्छ भारत लक्ष्य को जल्द प्राप्त करने, बल्कि महिलाओं का सशक्तिकरण और बेहतर गवर्नेंस सुनिश्चित करने में भी मदद मिलेगी। प्रसाद ने एनआईसी को निर्देश दिया कि वह स्वयं के द्वारा प्रबंधित की जाने वाली प्रत्येक वेबसाइट में कम से कम एक गांधीवादी विचारधारा को प्रमुखता के साथ प्रस्तुत करे। उन्होंने कहा कि इससे सरकार के कामकाज में गांधीवादी अवधारणा आएगी।
प्रसाद ने एक फिल्म भी लॉन्च की जिसमें मंत्रालय के उन कार्यकलापों को दर्शाया गया है जो स्वच्छता, देश में हाशिये पर पड़े लोगों के समावेश, कड़ी मेहनत और देश को सुशासन की ओर ले जाने के लिए समर्पण से संबंधित गांधीवादी दर्शन के अनुरूप हैं।
सरकार देश के नागरिकों के हित में विभिन्न स्तरों पर अनेक कल्याणकारी कार्यक्रम/योजनाएं कार्यान्वित कर रही है। चिन्हित महत्वपूर्ण प्रदर्शन संकेतकों (केपीआई) के जरिए विभिन्न स्तरों पर इस तरह के कार्यक्रमों/योजनाओं के नतीजों एवं प्रभावों की कारगर निगरानी जरूरी है। मंत्री ने ऑटोमेटेड रियल टाइम परफॉरमेंस स्मार्ट-बोर्ड का उदघाटन किया जिसे इलेक्ट्रॉनिक्स एवं सूचना प्रौद्योगिकी मंत्रालय ने विकसित किया है। यह परफॉरमेंस स्मार्ट-बोर्ड इलेक्ट्रॉनिक्स एवं सूचना प्रौद्योगिकी मंत्रालय द्वारा कार्यान्वित केन्द्र, राज्य अथवा जिला विशिष्ट परियोजनाओं के लिए एकल खिड़की पहुंच (सिंगल विंडो एक्सेस) सुविधा है। यह इलेक्ट्रॉनिक्स एवं सूचना प्रौद्योगिकी मंत्रालय की महत्वपूर्ण एवं उच्च प्राथमिकता वाले कार्यक्रम/योजनाओं के लिए वास्तविक समय पर गतिशील एवं विश्लेषणात्मक परियोजना निगरानी उपलब्ध कराएगा।
महात्मा गांधी को श्रद्धांजलि देते हुए श्री प्रसाद ने ‘डिजिटल चरखे’ का अनावरण किया जो इलेक्ट्रॉनिक्स एवं सूचना प्रौद्योगिकी मंत्रालय में एक भव्य कलात्मक अधिष्ठापन या आकृति है। अपने तिरंगे वैभव में चमकता डिजिटल चरखा दरअसल डिजिटल चक्रण और पारंपरिक डिजाइन का एक अनूठा संगम है। चरखे का पहिया महीन धागों के स्थान पर आपस में जुड़े डिजिटल ग्रिड से बना है, अत: यह इस बात को दर्शाता है कि डिजिटल इंडिया का मूल मुख्य रूप से समानता, एकता, भ्रष्टाचार मुक्त और आम नागरिकों के सशक्तिकरण के गांधीवादी दर्शन में निहित है।
