Union Minister for Road Transport & Highways and MSME Nitin Gadkari today inaugurated the breakthrough event of Chamba Tunnel under Chardham Pariyojana through video conference mode. Border Roads Organisation (BRO) achieved this major milestone by digging up a 440 m long Tunnel below the busy Chamba town on Rishikesh-Dharasu road Highway (NH 94). The breakthrough was completed amidst threat of COVID-19 and nationwide lockdown. The construction of tunnel was a challenging task in terms of weak soil strata, continuous water seepage, heavy built up area on top thereby chances of sinking of houses, land acquisition issues, restrictions during COVID lockdown etc.
Speaking on the occasion, the Minister said, this Rishikesh-Dharasu-Gangotri road in Uttarakhand has a very significant role from socio economic and religious point of view. He said, opening of this tunnel will ease out congestion though the Chamba town and reduce the distance by one kilometer and journey through the town will take only ten minutes as compared to thirty minutes earlier. Gadkari lauded BRO for working in some of the very difficult terrain and ensuring implementation of critical projects. He said that he has been informed about completion of the project by October 2020, ie, three months ahead of the schedule.
Director General of Border Roads Organisation, Lt Gen Harpal Singh said, BRO started the work on North Portal of this tunnel in Jan 2019 but work on South Portal could be started only after Oct 2019 due to stiff resistance from locals on account of safety concerns and compensation issues. To compensate for the loss in time, day and night working shifts along with use of modern technology facilitated the breakthrough. BRO is a key stake holder in prestigious Chardham project and breakthrough of this tunnel has been achieved by Team Shivalik. Latest Austrian technology has been used in its construction. The tunnel will be through for traffic by October this year, almost three months before its scheduled date of completion.
Under prestigious Chardham Project costing around Rs 12,000 Crore with approximate length of 889 Km, BRO is constructing 250 Km of National Highways leading to holy shrine Gangotri and Badrinath. Majority of the works are progressing ahead of schedule and BRO is slated to complete four projects by October this year.
चारधाम परियोजना के तहत चंबा सुरंग से वाहन रवानगी आयोजन का उद्घाटन
केंद्रीय सड़क परिवहन एवं राजमार्ग और एमएसएमई मंत्री नितिन गडकरी ने आज वीडियो कॉन्फ्रेंस के माध्यम से चारधाम परियोजना के तहत चंबा सुरंग से वाहन रवानगी आयोजन का उद्घाटन किया। सीमा सड़क संगठन (बीआरओ) ने ऋषिकेश-धरासू राजमार्ग (एनएच 94) पर व्यस्त चंबा शहर के नीचे 440 मीटर लंबी सुरंग खोदकर यह प्रमुख उपलब्धि हासिल की है। कोविड-19 के खतरे और राष्ट्रव्यापी लॉकडाउन के बीच सुरंग खोदने का काम सफलतापूर्वक पूरा किया गया। सुरंग का निर्माण कार्य दरअसल कमजोर मिट्टी, पानी के निरंतर रिसने, शीर्ष पर भारी निर्मित क्षेत्र रहने के कारण मकानों के ढहने की आशंका, भूमि अधिग्रहण के मुद्दों, कोविड लॉकडाउन के दौरान लगाए गए विभिन्न तरह के प्रतिबंधों, इत्यादि को देखते हुए एक चुनौतीपूर्ण कार्य था।
इस अवसर पर मंत्री महोदय ने कहा कि उत्तराखंड में इस ऋषिकेश-धरासू-गंगोत्री मार्ग की सामाजिक, आर्थिक और धार्मिक दृष्टि से अत्यंत महत्वपूर्ण भूमिका है। उन्होंने कहा कि इस सुरंग के खुलने से चंबा शहर के रास्ते में भीड़-भाड़ कम हो जाएगी एवं दूरी एक किलोमीटर कम हो जाएगी और इस शहर से होकर गुजरने में पहले के तीस मिनट की तुलना में अब केवल दस मिनट ही लगेंगे। गडकरी ने कुछ दुर्गम इलाकों में काम करने और महत्वपूर्ण परियोजनाओं के कार्यान्वयन को सुनिश्चित करने के लिए बीआरओ की सराहना की। श्री गडकरी ने कहा कि उन्हें इस परियोजना के निर्धारित समय से तीन महीने पहले ही यानी अक्टूबर 2020 तक पूरा हो जाने के बारे में सूचित किया गया है।
सीमा सड़क संगठन के महानिदेशक लेफ्टिनेंट जनरल हरपाल सिंह ने कहा कि बीआरओ ने इस सुरंग के उत्तर पोर्टल पर काम जनवरी 2019 में ही शुरू कर दिया था, लेकिन सुरक्षा से जुड़ी चिंताओं और मुआवजे के मुद्दे के कारण स्थानीय लोगों की ओर से किए गए व्यापक प्रतिरोध की वजह से दक्षिण पोर्टल पर काम अक्टूबर 2019 के बाद ही शुरू करना संभव हो पाया था। समय के इस नुकसान की भरपाई करने के लिए दिन एवं रात की पालियों में काम करने के साथ-साथ आधुनिक तकनीक का उपयोग करने से ही यह सफलता संभव हो पाई है। बीआरओ प्रतिष्ठित चारधाम परियोजना में एक महत्वपूर्ण हितधारक है और इस सुरंग को खोदने में सफलता टीम शिवालिक ने हासिल की है। इसके निर्माण में नवीनतम ऑस्ट्रियाई प्रौद्योगिकी का उपयोग किया गया है। यह सुरंग पूर्ण होने की निर्धारित तिथि से लगभग तीन महीने पहले ही इस साल अक्टूबर तक यातायात के लिए खोल दी जाएगी।
लगभग 12,000 करोड़ रुपये की लागत एवं तकरीबन 889 किमी की अनुमानित लंबाई वाली प्रतिष्ठित चारधाम परियोजना के तहत बीआरओ 250 किलोमीटर लंबे राष्ट्रीय राजमार्ग का निर्माण कर रहा है जो पवित्र तीर्थस्थल गंगोत्री और बद्रीनाथ की ओर ले जाएगा। अधिकतर कार्य निर्धारित समय से पहले ही जोर-शोर से प्रगति पर हैं और बीआरओ द्वारा चार परियोजनाओं को इस साल अक्टूबर तक पूरा कर लेने की उम्मीद है।
