Minister of Petroleum & Natural Gas and Steel, Dharmendra Pradhan today remotely flagged off the first supply of UCO (Used Cooking Oil) based Biodiesel blended Diesel under the EOI Scheme from Indian Oil’s Tikrikalan Terminal, Delhi. Secretary, Ministry of Petroleum & Natural Gas Tarun Kapoor and Chairman, Indian Oil S M Vaidya were also present on the occasion.
To create an eco-system for collection and conversion of UCO into Biodiesel and developing entrepreneurship opportunities, Minister of Petroleum and Natural Gas & Steel, along with Minister of Health & Family Welfare, Science & Technology and Earth Sciences, had initiated Expressions of Interest for “Procurement of Bio-diesel produced from Used Cooking Oil” on the occasion of World Biofuel Day on 10th August 2019. Such “Expressions of Interest” are being periodically released by Oil Marketing Companies (OMCs). In the first phase, 11 EoIs were floated between 10.08.2019 to 09.11.2020 for 200 locations. Publication of EoIs has been extended for one more year up to 31.12.2021, for 300 locations across the country.
Under this initiative, OMCs offer periodically incremental price guarantees for five years and extend off-take guarantees for ten years to prospective entrepreneurs. So far, Indian Oil has also issued 23 LOIs for Biodiesel plants with a total capacity of 22.95 Cr Litres (557.57 TPD). Under this initiative, Indian Oil has received 51KL of UCO-Biodiesel at its Tikrikalan terminal in Delhi as of 31.3.2021.
Speaking on the occasion, Dharmendra Pradhan complimented the Oil industry on the stellar role played by them in keeping the fuel lines running despite the stiff challenges of the pandemic. He also lauded the OMCs for going beyond the usual business imperatives by extending support for medical oxygen supply to the nation in this crisis. Pradhan also appreciated IndianOil’s leadership role in smoothening the Liquid oxygen logistics in the country through various initiatives.
Regarding the first supply of UCO-based Biodiesel from Indian Oil’s Tikrikalan Terminal, Pradhan said, “This is a landmark in India’s pursuance of Biofuels and will have a positive impact on the environment. This initiative will garner substantial economic benefits for the nation by shoring up indigenous Biodiesel supply, reducing import dependence, and generating rural employment”. He appreciated the proactive role played by OMCs in this direction and shared that 30 LOIs have already been issued.
Secretary, Ministry of Petroleum & Natural Gas, Tarun Kapoor said, “With this flag off, a new era of Bioenergy has been ushered in that will revolutionize the Indian petroleum sector. Feedstock availability in Biodiesel is a challenge, and leveraging UCO can be a major breakthrough that will enable us to reach the target of 5% Biodiesel blending. It will also help divert the unhealthy used oil from the food chain to a more productive purpose”.
Chairman Indian Oil S M Vaidya said, “Indian Oil is committed to contributing to this remarkable drive to retrieve the unhealthy Used Cooking Oil and usher in a revolution through “Randhan se Indhan”. We aspire to trace even the last drop of UCO and ensure its conversion to Biodiesel, thereby contributing to a more energy secure, greener and healthier India. This event is yet another significant step towards a Swachh and Aatmanirbhar Bharat”. He also shared that IndianOil has started constructing eight Biodiesels plants across Uttar Pradesh, Gujarat, and Madhya Pradesh.
Biodiesel is an alternative fuel, similar to conventional or ‘fossil’ diesel. It can be produced from vegetable oils, animal fats, tallow and waste cooking oil. A significant advantage of Biodiesel is its carbon-neutrality, i.e. the oilseed absorbs the same amount of CO2 as is released when the fuel is combusted in a vehicle. Also, Biodiesel is rapidly biodegradable and completely non-toxic.

पेट्रोलियम एवं प्राकृतिक गैस और इस्पात मंत्री धर्मेंद्र प्रधान ने आज इंडियन ऑयल के टिकरीकलां टर्मिलन, दिल्ली से आईओआई योजना के तहत यूसीओ (प्रयुक्त खाद्य तेल) आधारित बायोडीजल मिश्रित डीजल की पहली आपूर्ति को हरी झंडी दिखाई।इस अवसर पर पेट्रोलियम एवं प्राकृतिक गैस मंत्रालय के सचिव तरुण कपूर और इंडियन ऑयल के अध्यक्ष एस. एम. वैद्य भी उपस्थित थे।
यूसीओ को बायोडीजल में परिवर्तित करने और उद्यमिता के अवसरों को विकसित करने को लेकर एक इकोसिस्टम बनाने के लिए स्वास्थ्य एवं परिवार कल्याण मंत्रालय, विज्ञान एवं प्रौद्योगिकी मंत्रालय और पृथ्वी विज्ञान मंत्रालय के साथपेट्रोलियम एवंप्राकृतिक गैस मंत्रालय ने 10 अगस्त, 2019 को विश्व जैव ईंधन दिवस के अवसर पर “प्रयुक्त खाद्य तेल से उत्पादित बायोडीजल” की खरीद के लिए अपनी दिलचस्पी व्यक्त की थी। तेल विपणन कंपनियों (ओएमसी) द्वारा समय-समय पर इस तरह“दिलचस्पी के भाव”व्यक्त किए जाते हैं।पहले चरण में 200 जगहों के लिए 10 अगस्त, 2019 से 9 नवंबर, 2020 के बीच11 ईओआई जारी किए गए थे। पूरे देश में 300 स्थानों के लिए ईओआई का प्रकाशन 31 दिसंबर, 2021 तक यानी एक वर्ष के लिए और बढ़ा दिया गया है।
इस पहल के तहत, ओएमसी पांच साल के लिए समय-समय पर वृद्धिशील मूल्य की गारंटी देते हैं और संभावित उद्यमियों को दस साल के लिए ऑफ-टेक गारंटी देती हैं। अब तक, इंडियन ऑयल ने 22.95 करोड़ लीटर (557.57 टीपीडी)की कुल क्षमता वाले बायोडीजल संयंत्रों के लिए 23 एलओआई भी जारी की है। इस पहल के तहत, इंडियन ऑयल को दिल्ली स्थित अपने टिकरीकलां टर्मिनल 31 मार्च, 2021 तक 51 किलोलीटर (केएल)यूसीओ-बायोडीजल का प्राप्त हुआ है।
इस अवसर पर धर्मेंद्र प्रधान ने महामारी की कठिन चुनौतियों के बावजूद ईंधन लाइनों को चालू रखने में महत्वपूर्ण भूमिका निभाने के लिए तेल उद्योग की सराहना की। इसके अलावा उन्होंने इस संकट में राष्ट्र को मेडिकल ऑक्सीजन की आपूर्ति के लिए समर्थन देकर व्यावहारिक व्यापार अनिवार्यता से आगे जाने को लेकर भी ओएमसी की सराहना की।श्री प्रधान ने विभिन्न पहलों के माध्यम से देश में तरल ऑक्सीजन लॉजिस्टिक्सको सुचारू बनाने के लिए इंडियन ऑयल की नेतृत्वकारी भूमिका की सराहना की।
इंडियन ऑयल के टिकरीकलां टर्मिनल से यूको आधारित बायोडीजल की पहली आपूर्ति के बारे में प्रधान ने कहा, “यहभारत के जैव ईंधन के क्षेत्र में एक मील का पत्थर है और इसका पर्यावरण पर सकारात्मक असर पड़ेगा। यह पहल स्वदेशी बायोडीजल आपूर्ति को बढ़ाने, आयात निर्भरता कम करने औरग्रामीण रोजगार को पैदा करकेराष्ट्र को पर्याप्त आर्थिक लाभ प्रदान करेगी।”उन्होंने इस दिशा में ओएमसी द्वारा निभाई गई सक्रिय भूमिका की सराहना की और बताया कि 30 एलओआई पहले दी जारी किए जा चुके हैं।
पेट्रोलियम एवं प्राकृतिक गैस मंत्रालय के सचिव तरूण कपूर ने कहा, “इस शुरुआत के साथ जैव ऊर्जा का एक नया युग शुरू हुआ है, जो भारतीय पेट्रोलियम क्षेत्र में क्रांति लाएगा। बायोडीजल में फीडस्टॉक की उपलब्धता एक चुनौती है और यूसीओ का लाभ उठाना एक बड़ी सफलता हो सकती है, जो हमें 5 प्रतिशत बायोडीजल सम्मिश्रण के लक्ष्य तक पहुंचाने में सक्षम बनाएगी। यह अस्वास्थ्यकर प्रयुक्त तेल को खाद्य श्रृंखला से हटाकर अधिक उत्पादक उद्देश्य की ओर मोड़ने में भी मदद करेगा।”
इंडियन ऑयल के अध्यक्ष एस एम वैद्य ने कहा, “इंडियन ऑयल प्रयुक्त अस्वास्थ्यकर खाद्य तेल को सुधारने और “रंधन से ईंधन”के माध्यम से क्रांति लाने के इस उल्लेखनीय अभियान में अपना योगदान देने के लिए प्रतिबद्ध है।हम यूसीओ की अंतिम बूंद का भी पता लगाने और बायोडीजल में इसके रूपांतरण की आकांक्षा रखते हैं, जिससे एक अधिक ऊर्जा सुरक्षित, हरित और स्वस्थ भारत में योगदान कर सकें। यह कार्यक्रम भी एक स्वच्छ और आत्मनिर्भर भारत की ओर एक और महत्वपूर्ण कदम है।” उन्होंने आगे यह भी बताया कि इंडियन ऑयल ने उत्तर प्रदेश, गुजरात और मध्य प्रदेश में आठ बायोडीजल संयंत्रों का निर्माण शुरू किया है।
बायोडीजल एक वैकल्पिक ईंधन है, जो पारंपरिक या ‘जीवाश्म’डीजल की तरह है। यह वनस्पति तेलों, पशु वसा, चरबी और अपशिष्ट खाद्य तेल से उत्पादित किया जाता है।बायोडीजल का एक विशिष्ट लाभ इसकी कार्बन तटस्थता है। उदाहरण के लिए तिलहन कार्बनडायऑक्साइड की उतनी ही मात्रा को अवशोषित करता है, जितना ईंधन का दहन होने पर निकलता है। इसके अलावा बायोडीजल तेजी से जैवनिम्निकरण होने वाला और पूरी तरह गैर-जहरीला है।
