Haryana, Rajasthan and Jharkhand ranked top three States in terms of annual incremental performance
NITI Aayog released the Second Edition of “Healthy States, Progressive India” today. The report ranks states and Union territories innovatively on their year-on-year incremental change in health outcomes, as well as, their overall performance. The Round II report focuses on measuring and highlighting the overall performance and incremental improvement over a two year period (2016-17 and 2017-18) in the States and UTs
The report was released jointly by Vice Chairman, NITI Aayog, Dr. Rajiv Kumar , Member NITI Aayog Dr. VKPaul, CEO, NITI Aayog; Amitabh Kant and the Secretary, Ministry of Health & Family Welfare; Preeti Sudan The report has been developed by NITI Aayog, with technical assistance from the World Bank, and in consultation with the Ministry of Health and Family Welfare (MoHFW).
The report is an annual systematic performance tool to measure the performance of the States and UTs. It ranks states and union territories on their year on year incremental change in health outcomes, as well as, their overall performance with respect to each other. The ranking is categorized as Larger States, Smaller States and Union Territories (UTs), to ensure comparison among similar entities. The Health Index is a weighted composite Index based on 23 indicators grouped into the domains of Health Outcomes, Governance and Information, and Key Inputs/Processes. . Each domain has been assigned weights based on its importance and has been equally distributed among indicators.
Among the Larger States, Kerala, Andhra Pradesh & Maharashtra ranked on top in terms of overall performance, while Haryana, Rajasthan and Jharkhand are the top three ranking States in terms of annual incremental performance.
Among Smaller States, Mizoram ranked first followed by Manipur on overall performance, while Tripura followed by Manipur were the top ranked States in terms of annual incremental performance.
Among UTs, Chandigarh and Dadra and Nagar Haveli were ranked on top in terms of overall performance (Chandigarh-1 and Dadra and Nagar Haveli-2) as well as annual incremental performance (Dadra and Nagar Haveli-1 and Chandigarh-2).

नीति आयोग ने आज ‘स्वस्थ राज्य, प्रगतिशील भारत’ रिपोर्ट का दूसरा संस्करण जारी किया। इस रिपोर्ट में स्वास्थ्य संबंधी परिणामों या पैमानों के साथ-साथ समग्र प्रदर्शन में हुए वार्षिक वृद्धिशील बदलाव के आधार पर राज्यों और केन्द्र शासित प्रदेशों की रैंकिंग अभिनव ढंग से की जाती है। इस रिपोर्ट के दूसरे संस्करण में राज्यों और केन्द्र शासित प्रदेशों में दो वर्षों की अवधि (2016-17 और 2017-18) के दौरान हुए वृद्धिशील सुधार एवं समग्र प्रदर्शन को मापने और उन पर प्रकाश डालने पर फोकस किया गया है।
यह रिपोर्ट नीति आयोग के उपाध्यक्ष डॉ. राजीव कुमार, नीति आयोग के सदस्य डॉ. वी. के. पॉल, नीति आयोग के सीईओ श्री अमिताभ कांत और स्वास्थ्य एवं परिवार कल्याण मंत्रालय में सचिव प्रीति सूदन द्वारा संयुक्त रूप से जारी की गई। यह रिपोर्ट नीति आयोग द्वारा विश्व बैंक की तकनीकी सहायता और स्वास्थ्य एवं परिवार कल्याण मंत्रालय के परामर्श से विकसित की गई है।
यह रिपोर्ट राज्यों और केन्द्र शासित प्रदेशों के प्रदर्शन को मापने का एक वार्षिक सुव्यवस्थित प्रदर्शन साधन है। इस रिपोर्ट में स्वास्थ्य संबंधी परिणामों या पैमानों के साथ-साथ समग्र प्रदर्शन में हुए वार्षिक वृद्धिशील बदलाव के आधार पर राज्यों और केन्द्र शासित प्रदेशों की रैंकिंग एक दूसरे की तुलना में की जाती है। रैंकिंग को बड़े राज्यों, छोटे राज्यों और केन्द्र शासित प्रदेशों के रूप में वर्गीकृत किया जाता है, ताकि एक जैसे निकायों के बीच तुलना सुनिश्चित की जा सके। स्वास्थ्य सूचकांक (हेल्थ इंडेक्स) एक भारित समग्र सूचकांक है। यह ऐसे 23 संकेतकों पर आधारित है जिन्हें स्वास्थ्य परिणामों, गवर्नेंस एवं सूचना और महत्वपूर्ण जानकारियों/ प्रक्रियाओं के क्षेत्रों (डोमेन) में बांटा गया है। प्रत्येक क्षेत्र को विशेष भारांक (वेटेज) दिया गया है जो उसकी अहमियत पर आधारित है और जिसे विभिन्न संकेतकों के बीच समान रूप से बांटा गया है।
बड़े राज्यों में केरल, आंध्र प्रदेश और महाराष्ट्र को समग्र प्रदर्शन की दृष्टि से शीर्ष रैंकिंग दी गई है, जबकि हरियाणा, राजस्थान और झारखंड वार्षिक वृद्धिशील प्रदर्शन की दृष्टि से शीर्ष तीन राज्य हैं।
छोटे राज्यों में समग्र प्रदर्शन के आधार पर मिजोरम को शीर्ष रैंकिंग दी गई है। इसके बाद मणिपुर का नंबर आता है। उधर, वार्षिक वृद्धिशील प्रदर्शन के आधार पर त्रिपुरा को शीर्ष रैंकिंग दी गई है और उसके बाद मणिपुर का नंबर आता है।
केन्द्र शासित प्रदेशों में चंडीगढ़ और दादरा एवं नगर हवेली को समग्र प्रदर्शन (चंडीगढ़-1 और दादरा एवं नगर हवेली-2) के साथ-साथ वार्षिक वृद्धिशील प्रदर्शन (दादरा एवं नगर हवेली-1 और चंडीगढ़-2) के आधार पर भी शीर्ष रैंकिंग दी गई है।
