In a move that aims to address the perennial irrigation water crisis affecting rural India, Ministry of Water Resources, River Development and Ganga Rejuvenation and NABARD signed an agreement to operationalise the Long Term Irrigation Fund (LTIF) to be instituted in NABARD as part of Pradhan Mantri Krishi Sinchayee Yojana (PMKSY). The Fund, with an initial corpus of about Rs 20,000 crore, was announced in the Union Budget 2016-17 by Finance Minister Shri Arun Jaitley. Corpus would be raised by way of budgetary resources and market borrowings to fund fast tracking of implementation of incomplete major & medium irrigation projects.
A phenomenal 76.03 lakh hectares of land is estimated to be brought under irrigation through 99 identified projects under this initiative which has a total estimated allocation of Rs. 77,595 crore. The project which is spread over a period of four years between 2016-20 will have approximate Central and state Government shares of Rs. 31,342 crore and Rs.46,253 crore respectively to be entirely funded from the LTIF for Central Share and on demand basis in respect of respective state shares.

केन्द्रीय जल संसाधन, नदी विकास और गंगा संरक्षण मंत्री सुश्री उमा भारती ने कहा कि पूरे देश में त्वरित सिंचाई लाभ कार्यक्रम (एआईबीपी) के तहत 99 प्राथमिकता वाली परियोजनाओं को तेजी से लागू करने के लिए अगले चार वर्षों के दौरान बाजार से 77000 करोड़ रुपये जुटाये जायेंगे। आज पीएमकेएसवाई के अधीन 99 प्राथमिकता वाली परियोजनाओं के लिए केन्द्रीय सहायता उपलब्ध कराने हेतु जल संसाधन, नदी विकास और गंगा संरक्षण मंत्रालय और नाबार्ड के मध्य समझौता ज्ञापन पर हस्ताक्षर करने के समारोह के अवसर पर सम्बोधित करते हुए उन्होंने कहा कि 56 एआईबीपी परियोजनाओं के अंतर्गत देश के 18 राज्यों के सभी सूखा प्रभावित जिलों को शामिल किया जायेगा। उन्होंने यह उम्मीद जाहिर की कि नियमित निगरानी से सरकार इन 99 परियोजनाओं को समय से पहले पूरा करने में सक्षम हो जायेगी।
