There have been so much concern on the children going to play schools for various reasons. Debates have been going on as to what should be the minimum age below which a child should not go to school, on the commercialisation of play schools, on the infrastructure, on fees, and also on violation of child rights and any kind of abuse.
Now the National Commission for Protection of Child Rights is ready with guidelines to regulate such private schools. However, these guidelines can not be made mandatory for states and the states individually will have to adopt these guidelines and take necessary follow up action.
As per the guidelines prepared, all private play schools should register with designated district authority; no child below 3 yrs or above 6 yrs can be enrolled; fees to be regulated by state governments and collected monthly or quarterly; can not collect any capitation fee; can not put child or parents through any screening process; there should be at least one teacher for 20 children; one care care-giver for 20 children; building with required safety measures and CCTV cameras must; can't operate for less than 3-4 hours; violators of the rules framed may be derecognised.
