The Government is making efforts to ensure that food grains are readily available for distribution in all the States for meeting their requirements under the “Pradhan Mantri Garib Kalyan Anna Yojana (PM-GKAY)”. The Union Minister for Consumer Affairs, Food and Public Distribution, Ram Vilas Paswan said here today the FCI has already loaded a total number of 2641 rakes (including Wheat and Rice) towards this end and the approx quantity loaded is 73.95 LMT (55.38 LMT Rice and 18.57 LMT Wheat). This is an all time record as this heavy / huge movement of foodgrains was accomplished during the period from 24.03.2020 (the date on which lockdown was clamped across the country) to 08.05.2020.
He said 21 States/UT have completed more than 90% distribution for the month of April under PM-GKAY covering nearly 41.35 Crore beneficiaries in these States/UTs. Some States/UTs namely, Andaman Nicobar Island, D&NH and Daman & Diu, Madhya Pradesh, Odisha, Puducherry, Himachal Pradesh etc. are distributing food grains for two months in one go under PMGKAY.
PM-GKAY is aimed at ameliorating the hardships faced by the poor due to various economic disruptions caused by the COVID19 pandemic. Under the package the Government aims to ensure no poor vulnerable family/person suffers on account of non-availability of foodgrains due to disruptions in the next three months.
Accordingly, the Department of Food & Public Distribution has also announced the policy decision taken in this regard to distribute additional foodgrains to about 80 Crore NFSA beneficiaries under the PM-GKAY in all States/UTs for a period of three months April to June 2020, including the UTs which are on DBT Cash Transfer mode.
Pulses distribution under PM-GKAY
Besides the food grains, Paswan said the Government is also distributing free one kg of pulses to about 19.50 crore households for three months in the country. He said, this is the first time that the Department of Consumer Affairs is carrying such a massive operation of pulses. Government has allowed use of its stocks lying in about 165 NAFED godowns across the country for this scheme. Over 100 dal mills across the country have been pressed into service by NAFED so far.
17 States/UTs covered under ‘One Nation One Ration Card’
Paswan said, under the “One Nation One Ration Card” plan, 5 more States/UT of Uttar Pradesh, Bihar, Punjab, Himachal Pradesh and Darda & Nagar Haveli and Daman & Diu, have been asked to integrate with the National Cluster. The cluster already has 12 States namely - Andhra Pradesh, Goa, Gujarat, Haryana, Jharkhand, Kerala, Karnataka Madhya Pradesh, Maharashtra, Rajasthan, Telangana and Tripura w.e.f. 1st January 2020. Now, with a total of 17 States/UTs integrated with the National Cluster, the facility of national/inter-State portability would be enabled for 60 Crore NFSA beneficiaries of 17 States/UTs to lift their entitled quota of foodgrains from any Fair Price Shop of their choice by using their same/existing ration card.
Food grains procurement by FCI on track
Paswan assured sufficient food grains supply is available to meet the increased demands and the procurement process is also on track. As on 08.05.2020, cumulative Procurement of Wheat in Rabi Marketing Season (RMS) 2020-21 is 226.85 LMT whereas corresponding procurement during RMS 2019-20 was 277.83 LMT. Therefore, procurement of wheat in current season is less by 18.35% than the previous season in corresponding period, he said. Cumulative Procurement of Paddy, as on 06.05.2020, in terms of Rice in Kharif Marketing Season (KMS) 2019-20 is 439.02 LMT whereas corresponding procurement during KMS 2018-19 was 398.13 LMT. Therefore, procurement of rice in current season is more by 10.27%, he said.
पीएम-जीकेएवाई के अंतर्गत देश भर में लगभग 80 करोड़ लोगों को अनाज और दालों की मुफ्त आपूर्ति के लिए बड़ी कवायद
सरकार यह सुनिश्चित करने का प्रयास कर रही है कि "प्रधानमंत्री गरीब कल्याण अन्न योजना (पीएम-जीकेएवाई)" के तहत राज्यों की आवश्यकताओं को पूरा करने के लिए सभी राज्यों में वितरण के लिए खाद्यान्न आसानी से उपलब्ध हो। केन्द्रीय उपभोक्ता कार्य, खाद्य और सार्वजनिक वितरण मंत्री, राम विलास पासवान ने आज यहां कहा कि एफसीआई पहले ही कुल 2641 रेक (गेहूं और चावल सहित) लदवा चुका है और लादी गई मात्रा 73.95 एलएमटी (55.38 एलएमटी चावल और 18.57 एलएमटी गेहूं)है। यह अब तक का रिकॉर्ड है, क्योंकि खाद्यान्नों को इतने भारी /विशाल पैमाने पर एक जगह से दूसरी जगह पहुंचाने का काम 24.03.2020 (जिस दिन देश भर में लॉकडाउन लागू किया गया था) से 08.05.2020 के दौरान किया गया।
उन्होंने कहा कि 21 राज्यों /संघ शासित प्रदेशों ने पीएम-जीकेएवाई के अंतर्गत अप्रैल महीने के लिए 90 प्रतिशतसे अधिक वितरण पूरा कर लिया है। इन राज्यों/संघ शासित प्रदेशों में लगभग 41.35करोड़ लाभार्थी हैं। कुछ राज्यों /संघ शासित प्रदेशों, अंडमान निकोबार द्वीप, दादरा और नगर हवेली और दमन और दीव, मध्य प्रदेश, ओडिशा, पुडुचेरी, हिमाचल प्रदेश आदि पीएमजीकेएवाई के अंतर्गत एक बार में ही दो महीने के लिए खाद्यान्न का वितरण कर रहे हैं।
पीएम-जीकेएवाईका उद्देश्य कोविड-19 महामारी के कारण विभिन्न आर्थिक व्यवधानों के कारण गरीबों को होने वाली कठिनाइयों को दूर करना है। इस पैकेज के तहत सरकार का लक्ष्य है कि अगले तीन महीनों में कोई गरीब कमजोर परिवार /खाद्यान्नों की अनुपलब्धता के कारण पीड़ित न हो।
इसलिए, खाद्य और सार्वजनिक वितरण विभाग ने इस संबंध में सभी राज्यों /संघ शासित प्रदेशों में पीएम-जीकेएवाईके तहत अप्रैल से जून 2020 तक की अवधि में लगभग 80 करोड़ एनएफएसए लाभार्थियों को अतिरिक्त खाद्यान्न वितरित करने के लिए नीतिगत निर्णय की घोषणा की। इसमें यूटी भी शामिल हैं जो डीबीटी कैश ट्रांसफर मोड पर हैं।
पीएम-जीकेएवाई के अंतर्गत दालों का वितरण
खाद्यान्न के अलावा, पासवान ने कहा कि खाद्यान्नों के अलावा सरकार देश में लगभग 19.50 करोड़ परिवारों को तीन महीने तकएक किलो दाल का मुफ्त वितरण कर रही है। उन्होंने कहा, यह पहली बार है जब उपभोक्ता कार्य विभाग दालों को भेजने के लिए इतना बड़ा अभियान चला रहा है। सरकार ने इस योजना के लिए देश भर में लगभग 165 नैफेडगोदामों में अपने स्टॉक का उपयोग करने की अनुमति दी है। नैफेड ने अब तक देश भर की 100 से अधिक दाल मिलों को सेवा में लगाया है।
‘एक देश एक राशन कार्ड’ के अंतर्गत 17 राज्य/संघ शासित प्रदेश शामिल
पासवान ने कहा, "एक देश एक राशन कार्ड" योजना के तहत, उत्तर प्रदेश, बिहार, पंजाब, हिमाचल प्रदेश और दारदा और नगर हवेली और दमन और दीव के 5और राज्यों /संघ शासित प्रदेशों से राष्ट्रीय समूह से जुड़ने के लिए कहा गया है। समूह में पहले से ही 12राज्य हैं - 1 जनवरी 2020 से आंध्र प्रदेश, गोवा, गुजरात, हरियाणा, झारखंड, केरल, कर्नाटक मध्य प्रदेश, महाराष्ट्र, राजस्थान, तेलंगाना और त्रिपुरा। अब, कुल 17राज्यों /संघ शासित प्रदेशों को राष्ट्रीय समूह सेजोड़ने के साथ, राष्ट्रीय /अंतर-राज्यीय पोर्टेबिलिटी की सुविधा 17राज्यों /संघ शासित प्रदेशों के 60करोड़ एनएफएसए लाभार्थियों को मिलने लगेगी, ताकि वे उसी/ मौजूदा राशन कार्ड का उपयोग कर उचित दर की किसी भी दुकान से खाद्यान्नों का अपना निर्धारित कोटा ले सकेंगे।
एफसीआई द्वारा खाद्यान्न की खरीद का काम पटरी पर
पासवान ने आश्वासन दिया कि बढ़ी हुई माँगों को पूरा करने के लिए पर्याप्त खाद्यान्नों की आपूर्ति उपलब्ध है और खरीद प्रक्रिया भी पटरी पर है। 08.05.2020तक, रबी विपणन मौसम (आरएमएस) 2020-21में गेहूं की संचयी खरीद 226.85एलएमटी है, जबकि आरएमएस 2019-20 के दौरान इसी अवधि में खरीद 277.83एलएमटी थी। उन्होंने कहा कि चालू मौसम में गेहूं की खरीद पिछले मौसम की तुलना में 18.35% कम है। खरीफ विपणन मौसम (केएमएस)2019-20में चावल के संदर्भ में धान की संचयी खरीद, 06.05.2020को 439.02 एलएमटीहै, जबकि केएमएस 2018-19के दौरान खरीद 398.13 एलएमटीथी। इसलिए, चालू मौसम में चावल की खरीद 10.27% अधिक है।
राज्यों को यह सुनिश्चित करने की सलाह दी गई थी कि खरीद कार्य एक गति से शुरू हो ताकि एक समय में बड़ी संख्या में किसानों के जमावड़े से बचा जा सके और इसके लिए किसी प्रकार का टोकन सिस्टम लगाया जाए। खरीद केन्द्रों की संख्या भी काफी हद तक बढ़ाई जा सकती है, ताकि इन केन्द्रों पर एक दूसरे से दूरी बनाए रखना सुनिश्चित करने और स्वच्छता बनाए रखने के लिए खरीद कार्यों को छितराया जा सके।
